HOTEL CHARLEROI 2014 va avea loc pe data de 14-16 noiembrie în Ville  
Basse, partea de jos a centrului orașului Charleroi. Această zonă  
trece prin transformări radicale de cîțiva ani datorită executării  
planificate a proiectelor de reînnoire ale orașului, Phénix si Rive  
Gauche. În timp ce Phénix, cel mai mult finanțat din fondurile UE, s- 
a axat pe crearea unei infrastructuri publice și culturale,  
aproximativ o cincime din zonă a fost achiziționată de un investitor  
privat și este în prezent demolată pentru a se construi un centru  
comercial. Dincolo de deziluzie și speranță, starea actuală în  
partea de jos a orașului reprezintă o suprafață de moloz.

Văzute de la distanță, proiectele Phénix și Rive Gauche se  
regăsesc între dinamica capitalismului în distrugere /  
reconstrucție a orașului în secolul XX. Centrul comercial răspunde  
unei nevoi imediate și pragmatice: se pare să nu există o altă cale  
pentru a aduce înapoi activitatea comercială în centrul orașului.  
Ținînd cont de un proiect atît de agresiv noi dorim să ne  
concentrăm pe ceea ce credem că e cel mai important pentru oameni:  
promisiunea schimbării și orientarea mai degrabă spre un viitor  
decît spre un trecut.

În acest context, ne vom folosi de locația fizică a șantierului de  
construcție în calitate de un declanșator gândindu-ne la un  
viitorul pe termen lung pentru Charleroi în schimbul unei reacții  
directe asupra acestuia. Noi vedem orașul schimbîndu-se din moment ce  
am dat start în 2010 pentru hotelul CHARLEROI, însă oamenii rămîn  
la fel. Planuri mărețe sînt făcute pentru cultură fără a se  
ține cont de populație și nevoile ei culturale. Fără o  
universitate și școli de creație, Charleroi este nevoit să  
identifice căi noi de transmitere a cunoștințelor, și să propună  
noi politici culturale ce ar rezona cu gîndurile locuitorilor. Este  
evident că schimbările sunt indispensabile unui oraș, noi însă ne  
întrebăm mai curînd “cum” decît “ce”.

Răspunzînd la aceste întrebări și ținînd cont de natura  
experimentală a structurii noastre, ne imaginăm un sfirșit de  
săptămînă în care publicul alături de oaspeții nostrii să joace  
un rol activ. Inspirati fiind de inițiative cum sînt academiile  
gratuite, provocînd conceptul academic al cunoașterii, hotelul  
CHARLEROI se va prezenta pe sine însuși ca o școală de iarnă în  
spațiul public, cu un program artistic dens conceput pentru și de  
oameni interesanți din Charleroi, într-un dialog cu noi. Avem drept  
scop să creem un eveniment în care lumea artei și locuitorii din  
Charleroi să se întîlnească și să învețe unul de la altul,  
într-un schimb de idei și timp plăcut petrecut împreună, dar în  
același timp printr-un posibil conflict.

HOTEL CHARLEROI 2014 will take place November 14 – 16 in Ville Basse,  
the lower part of Charleroi’s city centre. This area experiences  
heavy transformations since a couple of years through the planned  
execution of the city’s latter renewal projects, Phénix and Rive  
Gauche. While Phénix, mostly financed through EU-fundings, focused on  
creating public and cultural infrastructure, approximately a fifth of  
the area was acquired by a private investor and is currently  
demolished to give way to a shopping mall. Between desillusion and  
hope, the present state of Ville Basse is a field of rubble.

Seen with a bit of distance, the Phenix and Rive Gauche projects fall  
within the capitalist dynamic of destruction / reconstruction that  
Charleroi followed throughout the 20th century. The shopping mall  
responds to an immediate and pragmatic need: there seem to be no other  
way to bring back commercial activity in the city centre. As  
aggressive as this project is, we want to focus on what we believe is  
the most important for the people: the promise of a change, and the  
gaze towards the future rather than the past.

In this perspective, we will take the physical location of the  
construction site as a trigger to think about longer-term futures for  
Charleroi instead of reacting directly on it. We see the city changing  
since we started HOTEL CHARLEROI in 2010, but the people stay the  
same. Big plans for culture are made with little account of the  
population, its own idea of culture and its own needs. With neither  
university nor creative high schools, Charleroi has to find new ways  
to transmit knowledge, and define exciting cultural politics that can  
also match the actual concerns of the people. It is obvious that  
changes are indispensable in the city; we wonder about the “how”  
more than the “what”.

Responding to these questions and to the experimental nature of our  
structure, we imagine a weekend in which the public as well as our  
guests can play an active role. Inspired by initiatives like free  
academies, challenging the academic conception of knowledge, HOTEL  
CHARLEROI 2014 will present itself as a Winter School in public space,  
with a dense artistic program conceived by interesting people for and  
from Charleroi in dialog with us. We aim to create an event in which  
the art world and people from Charleroi can meet and learn from each  
other, through exchange and fun but also possibly through conflict.
