A new policy paper on Why Must Culture be at the Heart of Sustainable
Urban Development? published by the United Cities and Local Governments -
Committee on Culture was commissioned within the framework of the
implementation of Agenda 21 for culture and Culture 21 Actions, and it
contributes to the activities of the Global Taskforce of Local and
Regional Governments for Post - 2015 Development Agenda towards Habitat
III (2016). It proposes ways to integrate and operationalize culture in
the sustainable development of cities, and aims to identify pathways to
include culture in integrated sustainability planning and implementation
processes.
This policy paper has two parts. Part I aims to identify narratives,
myths, and challenges, providing constructive and positive
counter-narratives and recommendations, while Part II outlines different
policies and practices that local governments can use to support culture
as a driver and an enabler of sustainable development in cities. Proposals
and recommendations are based on identified problems and a review of good
examples of local policy practices on all continents, illustrated through
a series of examples of ways to successfully operationalize culture in
urban sustainable development.
