ORAȘE ÎN DERIVĂ – proiecția a trei filme documentare

Zpaţiu (Casa Zemstvei Guberniale, str. Al. Şciusev 103, Chişinău)

Pentru cei ce vizitează Europa de Est și se așteaptă să vadă rămășițele modernismului socialist nu e nimic mai surprinzător decît numărul mare de edificii noi, construite peste noapte și concentrate în complexe uriașe în tot orașul. Unele din ele au fost ridicate doar în cîteva luni, fără să fie respectate planurile și avizele urbaniștilor, altele stau nefinisate pînă astăzi, mulți ani după începerea construcției. Brusc, toate acestea au ajuns să coexiste cu edificii istorice, monumente, biserici, parcuri…

Locurile unde ele sunt amplasate nu au fost goale înainte. Case, străzi înguste, locuri cu istoriile sale – toate au existat cîndva acolo, însă acum sunt dispărute. Fiind interconectate, aceste 3 filme ne vorbesc despre cum proiectul unui bulevard poate străpunge o zonă urbană, suprapunîndu-se cu cea istorică și cartierele rezidențiale.

Planificate la etapa inițială de a facilita fluxul de mașini și oameni, aceste proiecte au devenit instrumente de gentrificare (cumpărarea și renovarea caselor în cartierele sărace de către oamenii înstăriți) în mîinile politicienilor și investitorilor. Cu toate acestea, impactul acestor proiecte asupra orașului nu trebuie evaluat doar din perspectiva economică – perspectivele sociale și culturale trebuiesc integrate și ele. Aceste cicatrice care au apărut pe fața orașului împing locuitorii aflați în situații vulnerabile spre periferii, anulează valoarea istorică și semnificația arhitecturală și culturală a cartierelor, culminînd într-un gest discriminatoriu adus de primari locuitorilor orașului.

În Yerevan și București aceste planuri au fost deja implementate. Oamenii au fost alungați, iar casele le-au fost demolate pentru a face loc construcției unui drum larg. În Chișinău planul încă nu a fost realizat, dar acesta nici nu fost respins deocamdată.

Mai sunt de făcut multe în viitor, dar pentru a lua decizii mai bune și conștiente pentru orașele în care trăim, noi trebuie să știm unele lucruri care deja s-au întîmplat. De aceea vă invităm să priviți alături de noi aceste 3 filme documentare.

Autopcity, un film de Ștefan RUSU
2015 / 73’ / Moldova

Filmul este un documentar investigativ ce exploră un oraș în derivă. Împreună cu un grup de cercetători, teoreticieni, arhitecți, sociologi, activiști urbani și artiști vizuali am investigat procesele de transformare și planificare urbană, care au avut loc în oraș înainte și după proclamarea Independenței în 1991. De-a lungul acestui parcurs ne-au preocupat efectele negative pe care le-ar avea de suferit partea de jos a orașului vechi în urma construcției bulevardului Cantemir, conceput în perioada socialistă de echipa arhitectului A. Șciusev și reactualizat în planul urbanistic general (PUG) din 2007.

Filmul a fost produs de Asociația Oberliht în cadrul proiectului SPACES.

Disappearing Memories, un film de Hayk BIANJYAN
2011 / 40’ / Armenia

Un documentar unic bazat pe fotografie, care spune povestea anumitor zone ale capitalei Armeniei în timpul procesului de reconstrucție al orașului vechi.
Regizorul filmului este proeminentul fotograf armean Hayk Bianjyan. Bianjyan crede că fotografia este cea mai bună modalitate de a arăta altora ceea ce vrea să spună și, prin imaginile sale, a dezvăluit distrugerea monumentelor istorice și culturale ale Erevanului ca rezultat al “procesului de gentrificare al centrului orașului”.
În timpul fotografierii procesului de distrugere, el deasemenea a înregistrat voci, interviuri cu rezidenții, a colectat detalii de arhitectură, obiecte personale și vechi fotografii de familie.

Matache – work in regress, un film de Dragoș LUMPAN
2016 / 83’ / România

Zona Matache, din centrul Bucurestiului, a trecut prin schimbări radicale care și-au pus amprenta asupra comunității, lăsând cartierul într-o stare de dezagregare socială și economică. Filmul documentar “Matache – Work in Regress” realizat de catre Dragoș Lumpan are la baza un amplu material. Schimbările din zona sunt surprinse in filmări, timelapse-uri si fotografii realizate în perioada 2010 – 2016. Filmul include interviuri cu arhitecți, urbanisti, reprezentanţi ai societăţii civile, locuitori din zonă. Si cu fostul primar al Bucurestiului, Sorin Oprescu.

Filmul este proiectat în colaborare cu festivalul de film UrbanEye <http://urbaneye.ro/>.

CITIES IN DECLINE – screening of 3 documentaries

For a person coming to Eastern Europe and expecting to see the relicts of socialist modernism there is nothing more surprising than the amount of newly, obviously quickly-constructed buildings concentrated in huge complexes all around the city. Many of them happened to be build in few months without proper planning and approval from urbanists. Many of them have not been finished even years after the beginning of the construction. And all of them suddenly have to coexist with historical buildings, monuments, churches, parks…

But the places where they stand were not empty before. Houses, small streets, places with many stories used to be there – and now they are gone. And that is what these three films are about. They are connected with the motive of a boulevard crossing the inhabited area of the city, overlapping with historical areas and neighborhoods.

Planned at the initial stage to facilitate the flow of the cars and people, these projects became tools for gentrification in the hands of politicians and developers today. However, the impact these projects produce on the city should not be evaluated from economic perspective only, the social and cultural perspectives should be integrated here as well. These scars that have appeared on the city surface dislocate the less advantaged inhabitants of the city to the peripheries, they erase historical value, the architectural and cultural significance of the neighborhoods, ending up to be a racial statement produced by the elected mayors against its own population.

In Yerevan and Bucharest these plans were already implemented. People were evicted and the houses destroyed to serve the construction of a wide road. In Chisinau the plan has not been realized yet, but it has neither been rejected.

There is more to come in the future, but to make better and conscious decisions about the cities we live in, we need to know some facts about what already happened. Therefore we invite you to watch these three documentaries together with us.

Autopcity, a documentary by Ștefan RUSU
2015/73’/Moldova

The film is an investigative documentary that explores a city in decline. Along with a number of researchers: architects, sociologists, urban activists and visual artists we have investigated the processes of transformation and urban planning which took place in Chisinau in the socialist period and during the independence adopted in 1991. Throughout this journey we have been concerned about the negative effects that the Old Town would suffer from the construction of Cantemir Blvd., which was planned right after World War II by the collective of architects headed by Alexey Shchusev and never realized—but suddenly reappeared in the new master plan (PUG) approved by municipality in 2007.

The film was produced by Oberliht Association within the EU project SPACES.

Disappearing Memories
A documentary by Hayk BIANJYAN
2011 / 40’ / Armenia

A unique photography-based documentary which tells the story about certain areas of the Armenian capital during the reconstruction process of the old town.
The film’s director is a prominent Armenian photographer Hayk Bianjyan. Bianjyan believes that photography is the best way to show others what he wishes to say and, with his images, he revealed the destruction of Yerevan’s historic and cultural monuments as a result of «the city centre’s core gentrification process».
While taking pictures of the destruction process he also recorded voices, conducted interviews with residents, collected architectural details, personal objects and old family photos.

Matache – work in regress, a documentary by Dragos LUMPAN
2016 / 83’/ Romania

Matache area, in downtown Bucharest, has gone through radical changes that have influenced the community, leaving the neighbourhood in a state of social and economic disintegration. The documentary film “Matache – Berzei Buzesti” made by Dragos Lumpan is based on extensive footage. Changes in the area were recorded in videos, timelapse and photographs taken during 2010 – 2016. The film includes interviews with architects, urbanists, civil society representatives, residents in the area. And with the former mayor of Bucharest, Sorin Oprescu.

We screen the film in cooperation with UrbanEye <http://urbaneye.ro/> film festival.

УПАДОК ГОРОДОВ – проекция трёх документальных фильмов

Для человека, приехавшего в Восточную Европу и ожидающего увидеть пережитки социального модернизма, нет ничего более удивительного, чем увидеть весь объем новых, и очевидно, построенных на скорую руку зданий, сгруппированных в огромные комплексы по всему городу. Многие из них были построены в течение нескольких месяцев без полагающегося планирования и утверждения проекта в инженерной службе. Многие из них так и не были завершены даже после многих лет с начала строительства. И вот незадача, все эти здания должны сосуществовать с историческими строениями, памятниками, церквями, парками…

Но места, на которых они стояли, изначально не были пусты. Дома, маленькие улочки, места, полные историй стояли там прежде – теперь их нет. И вот об этом наши три фильма. Они связаны темой бульвара, пересекающего населенный пункт города, пересекающегося с историческими районами и жилыми кварталами.

Задуманные на ранней стадии проектирования города для упрощения движения автомобилей и пешеходов, сегодня эти проекты стали инструментами для реконструкции и обновления (Джентрифика́ции ) в руках политиков и проектировщиков. Однако, воздействие, которое данные проекты оказывают на город, не следует оценивать исключительно с экономической перспективы. Социальная и культурная перспективы должны быть также учтены. Эти шрамы, появившиеся на поверхности городов, отодвигают наименее обеспеченных жителей города к окраинам. Они стирают историческую и культурную ценность жилых кварталов, в действительности заканчивая расовым заявлением, сделанным избранными мэрами против своего же населения.

В Ереване и Бухаресте такие планы были уже осуществлены. Люди были выселены, а здания разрушены в пользу постройки широкой дороги. В Кишиневе такой план еще не был приведен в действие, однако от него никто не отказался.

Мы следим за развитием событий, и в будущем нам еще многое предстоит сделать, но чтобы принимать лучшие и более осознанные решения в отношении городов, в которых мы живем, нам необходимо знать о фактах, которые уже имели место быть. Поэтому мы приглашаем вас посетить показ этих трех документальных фильмов вместе с нами.
