Leta 2000 je Organizacija združenih narodov 20. junij razglasila za
svetovni dan beguncev. Ob letošnjem dnevu beguncev bosta Slovenska
filantropija in Zavod Voluntariat že drugo leto zapored izvedla festival
migrantskega filma »Na poti« (FMF 2011), ki bo pozornost domače
filmske javnosti ponovno za teden dni usmeril na domače in tuje
filmske izdelke posvečene migracijam, azilu in beguncem.

Konvencija o statusu beguncev iz leta 1951 definira begunca kot osebo, ki
se »zaradi utemeljenega strahu pred preganjanjem osnovanem na rasi, veri,
narodni pripadnosti, pripadnosti določeni družbeni skupini ali
določenem političnem prepričanju, nahaja izven države,
katere državljan je, in ne more, ali zaradi takšnega strahu noče
uživati varstva te države, ali osebo, ki nima državljanstva, in se nahaja
izven države, kjer je imela običajno prebivališče, pa se zaradi
takšnih dogodkov ne more ali noče zaradi omenjenega strahu vrniti v
to državo.«

Festival bo ob beguncem, kakor jih definira zgornji odlomek, posvečen
vsem migrantom, ki so iz različnih razlogov primorani zapustiti svoje
domove in si ustvariti življenje izven svojega domačega okolja.

Migracijam v 21. stoletju še vedno botrujejo že dobro znani razlogi in
okoliščine, kot je diskriminacija posameznikov in skupin na podlagi
etnične, kulturne ali verske pripadnosti oziroma na podlagi osebnih
lastnosti in okoliščin posameznikov, kot sta spol in spolna
usmerjenost.

Med osrednje »dobro poznane« vzroke migracij se uvrščata tudi
neenakomerna ekonomska in socialna razvitost držav na regionalni in
globalni ravni. Ob tem smo v novem stoletju priča novim pojavom in
dejavnikom, ki predvsem zaradi sprememb v življenjskih okoljih sprožajo
nove vale in smeri migracij in ustvarjajo nove »kategorije« migrantov, kot
so na primer »okoljski begunci«. Migracije (p)ostajajo eden osrednjih
globalnih trendov 21. stoletja in terjajo (skupen) premislek o možnostih
za vključevanje migrantov v nova okolja ter (ne)ustreznosti
migracijskih in azilnih politik na nacionalnih in mednarodni ravni.

Organizatorji festivala želimo spodbuditi »filmsko« razpravo o situacijah
in težavah, s katerimi se soočajo milijoni ljudi, prisiljeni
zapustiti svoje domove v iskanju priložnosti za dostojno življenje. K
izmenjavi mnenj vabimo izkušene in manj izkušene filmske ustvarjalce ter
druge aktiviste in zagovornike pravic migrantov. K sodelovanju vabimo vse,
ki želite občinstvu predstaviti svoj filmski pogled na katero izmed
navedenih tem, pri čemer pri izboru prispelih izdelkov ne bosta v
ospredju tehnično znanje in prepoznavnost avtorjev. Štela bosta
predvsem izviren pristop k obravnavni temi ter aktivistični naboj
izdelka kot prispevka k razvoju strpnejše, pravičnejše in bolj
vključujoče družbe!

KOPIJO svojega filmskega ali video izdelka nam pošljite na DVD-ju (kopija
ne bo vrnjena) skupaj z izpolnjenim prijavnim obrazcem najkasneje do 15.
maja 2011 na spodnji naslov s pripisom: Za Festival migrantskega filma »Na
poti«.

Dodatne informacije in navodila:

- Čas trajanja festivala: od 17. do 23. junija 2011.

- Kraj festivala: Ljubljana, Slovenija (projekcije se bodo zvrstile na
več lokacijah).

- Osrednji tematski sklopi: migracije, azil in begunci. Tematski sklopi
zajemajo različne teme, kot so krizna žarišča in migracije,
azilne in migracijske politike, podnebne spremembe in »okoljske«
migracije, delavci migranti, otroci brez spremstva, trgovina z ljudmi,
vključevanje migrantov v novo okolje in druge.

- Leto produkcije: v program festivala se lahko uvrstijo filmskimi in
video izdelki ne glede na letnico njihovega nastanka, pri čemer bodo
imeli prednost novejši izdelki.

- Zvrst, žanr izdelkov: v program festivala se lahko uvrstijo izdelki
kateregakoli filmskega ali video žanra (dokumentarec, igrani film,
animacija, video reportaža itd.).

- Jezik: kandidirate lahko s filmskimi izdelki v kateremkoli jeziku. V
primeru da govorjeni jezik filma ni slovenščina, so obvezni slovenski
ali angleški podnapisi.

- Trajanje: v program festivala bodo uvrščeni filmski in video
izdelki trajajoči do 30 minut. Sprejemamo tudi izdelke daljše od 30
minut, vendar zaradi omejenega trajanja projekcij ne moremo zagotoviti
uvrstitve daljših izdelkov v program festivala, četudi le-ti
ustrezajo vsem preostalim kriterijem festivala.



English:

In the year 2000 United Nations declared 20th of June as a World Refugee
Day. On this occasion in 2011 Slovene Philanthropy and Zavod Voluntariat
will organize the second annual Migrant Film Festival »On the Road« (FMF
2011), so as to focus the attention of local and international film
audiences again for one week on film and video products dedicated to
migration, asylum and refugee thematic.

The Convention on the Status of Refugees from 1951 defines a refugee as a
person who »owing to a well-founded fear of being persecuted for reasons
of race, religion, nationality, membership of a particular social group or
political opinion, is outside the country of his nationality and is unable
or, owing to such fear, is unwilling to avail himself of the protection of
that country; or who, not having a nationality and being outside the
country of his former habitual residence as a result of such events, is
unable or, owing to such fear, is unwilling to return to it«.

In addition to refugees (as defined in the above excerpt) the festival
will be dedicated to all migrants who, for various reasons, are forced to
leave their homes and search for new lives outside of their home
communities.

In the 21st century we are still faced with familiar causes for
migrations, such as discrimination of individuals and groups based on
ethnic, cultural or religious reasons or on the grounds of personal
circumstances or characteristics, such as gender and/or sexual
orientation. Uneven economic and social development of states on the
regional and global level are still amongst the principal reasons for
migrations, however the new century brings also new factors, which are
causing, mostly due to changes in living environments worldwide, new waves
and directions of migration flows and produce new “categories” of migrants
(for example “environmental refugees”).

Migration remains one of the principal global trends of the 21st century
and demands our (collective) reflection regarding possibilities for
integration of migrants into their new environments and on the
(in)adequacy of related local and international migration and asylum
policies.

The organizers of the festival wish to stimulate discussions with the use
of films about situations and issues millions of people are facing while
being forced to leave their homes in search for an opportunity for a
decent life. We would like to invite experienced and not-so-experienced
filmmakers, activists and advocates of migrants’ rights to exchange their
opinions and express their views on selected topics through their films
and videos. Selected products will not be included in the festival’s
programme based on technical knowledge or recognisability of the authors,
but rather on the basis of originality of the approach to selected topic
and their activist potential to contribute to the creation of a more
tolerant, just and inclusive society!

If you wish to participate, please send us a COPY of your film or video on
DVD (Note: the copy will not be returned to the sender) along with the
filled-in application form by no later than 15th May 2011 on the following
address(for: Migrant Film Festival »On the Road«).

Additional information and instructions:

- Timeframe of the festival: 17th – 23rd June 2011.

- Location of the festival: Ljubljana, Slovenia (screenings and events
will take place on several different locations).

- Central themes: migrations, asylum and refugees. Central themes include
various and diverse topics, such as for example conflict areas and
migrations, asylum and migration policies, climate change and
environmental migrations, migrant workers, unaccompanied children (seekers
of international protection), human trafficking, integration of migrants
and others.

- Year of production: while all film and video products are eligible for
inclusion into the festival programme, regardless of their year of
production, more recent films and videos will be considered
preferentially.

- Film/video genre: all film/video genres are eligible (documentary film,
feature film, animated film, video reportage etc.).

- Language: films and videos in any language are eligible under the
condition of being equipped with Slovene or English subtitles, if the
language of the film/video is other than Slovene or English.

- Duration of films/videos: products no longer than 30 minutes are
eligible for inclusion into the official programme. Organizers will also
accept longer films/videos, but cannot guarantee that they will be
publicly screened due to limited duration of public projections.
