program of „Shared Cities“ conference

From the 22nd till the 26th of May, the European
capital of Culture Kosice 2013 and Project SPOTs will
present the 5th edition of one of its flagship event Use the City festival. During this
festival Kosice 2013 will host a European conference entitled “Shared cities” (23 -24.5.2013) and an
internal meeting of the network (25.5.2013). Since 2003, the IN SITU European
network has promoted artistic creation in public space and this conference
celebrates its 10th anniversary. In fact IN SITU members (9 co-organizer and 8
partners festivals), Lieux publics
and Kosice 2013, are organizing this
year two conferences, which will take place in the both European capitals of
culture of 2013: in Kosice in May and in Marseille in October. Both conferences
are part of the META 2011-2016 project, led by the IN SITU network and
co-funded by the European Commission. 

 

The starting point of our conference in Kosice is that, especially in
Central and Eastern European countries, the public space is still very little
invested by people. However, the aim of the conference is not to just discuss
about audience development and how to make art in public space more accessible
to the audience. The objective is more far-reaching. In a context of democratic
crisis, the conference aims to provide answers to the question of how public
space artists and festival organizers can respond to the increasingly urgent demand
of citizens to re-invest and re-gain ownership of their local territory. How is the public already actively
participating in arts projects and shaping the programme of public space
festivals across Europe to gain ownership of public space? 

 

Members of the IN SITU network and Kosice 2013 will present a wide range
of participative art projects and practices from
different art fields. As in a laboratory, we will discuss with the support of Sikko Cleveringa from the Dutch community
art network CAL-XL, how they are challenged by a
participatory approach. An important underlying question of the conference is
in how far cooperation and co-creation between artists and the public can and
should go, what are the challenges and limits, and how a successful cooperation
can be carried out. A clear underlying objective of this conference is also to
make artists and festival organizers think on how public arts’ festivals can be
made more sustainable, not only by generating new images, but also by creating
new relationships with the public and by promoting a new vision where citizens
can live a real-life democratic experience of shaping shared cities and public
spaces.

 

The conference will be open to the
local and regional audience in Kosice and will allow participants to take part
in the program of the festival and to discover Kosice. For instance both
events, in Kosice and Marseille, will be held in parallel to La ville éphémère (The fleeting city), a
large-scale participatory project conducted by the artist Olivier Grossetête.
This expanding cardboard city will form the framework of an agora where
speakers and participants will be invited to express their thoughts to a
broader public. With the support of the Radio city break of the German
artists Marold Langer-Philippsen, contents of the conference will be directly
transmitted to the public space and inputs from the public will be directly
brought back to the conference. 

 

The conference will bring together a
number of high-profile speakers, including artists from all over Europe,
cultural operators and festival directors. At the end of the conference in
Kosice, we will formulate recommendations that will be included in the
reflection of European forum Invisible walls organized in Marseille from
3rd and 4th of October 2013 by Lieux Publics and IN SITU.
The forum will bring together researchers, artists, festival organizers and
politicians to share their visions and explore what new relationships can be
created between the art and public space in today’s Europe. More than 20 years
after the fall of the iron curtain, new “invisible walls” divide European
societies, shattered by financial and economic crises and social fractures and
questioning its identity in a globalized world.
